Imperial citizens derive identity from administrative categories, national narratives, or ideological alignment rather than lived experience or personal responsibility. They tend to externalize judgment, defer to authority, and rely on institutional validation. In the Restorationist framework, imperial citizens are the predictable product of bureaucratic formation systems that prioritize compliance over character.
