A binding moral agreement between the people and the government they authorize, rooted in shared responsibility, mutual accountability, and the expectation that citizens will uphold the constitutional order. Unlike a contract, which is transactional, a covenant depends on the character and moral grammar of the citizens who inherit it. In the American system, the covenant is expressed through the Constitution, which assumes each generation will understand, maintain, and defend the framework established by “We the People.”
